adding bootstrap to mantra theme without plugin

    if I wanted to add bootstrap to mantra without a plugin, would it work if I did it with a junior theme? I used to have mantra set up this way but I removed it since I could store all the changes in the custom css. Will bootstrap work under a junior theme like this?
