Hello the header menu clicks sometimes but most of the time the mouse cursor appears as an arrow instead of a hand and it stays not clickable. Same with the drop down menu bar on the right hand side. How can I fix it?

this problem just started happening prob about a month or so ago. It used to click just fine all the time. Now it clicks ok the first few times but when I browse the site and go to another page the menu header links and menu bar on the right side become un-clickable for whatever reason. Please help. Thank you
