It is a hooked functions (you’ll find the hook call into cryout_branding_hook below its declaration).
To customize it, you need to copy it in your child theme and rename it, unhook the original and hook the replacement in place. Then you can edit functionality.

Yoast has these options under SEO > Titles & Metas > Homepage.

You need to force break tables into responsive elements, scale their contents down or rearrange it with custom styling to fit on mobile devices.

Incomplete, partial or restores to a different domain would not.

If you’re looking to use a header image that extends beyond these limits you need to use a wider image (as wide as the widest monitor resolution you don’t want to see the white sides on). Respect the height, though, as extra height will not be visible.
