First, I’m a total beginner at blog creation.
I just loaded Tempera into my fledgling WordPress blog and all it consists of is a dark grey background with a large white area for my text and a white horizontal strip above the larger text area.
Other than the title of my site being in light blue there’s nothing that looks like the Tempera sample page. There are no images or boxes where I might put my images.

How do I get a starting point that looks a little more like the Tempera sample?

You’re seeing the theme’s default Blog look (which WordPress TRT requires that we leave the default).
Enable the theme’s presentation page from its settings (Appearance > Tempera Settings). You’ll need to also install the settings plugin to enable the settings page.
