I don't find the tool to don' allow any coments or give answers

    normal I go to “setting, discussion” and find the option to allow comments or not. I see on each Site a feedback-formular “give answer”. It’s there a option to say: I wouldn’t any comments and answer on the complete Website?

    I can find any option on settings, discussion and also on Design, Tempera setting. What can I do?
