At the bottom of each static page is a section on ‘Leave a Reply’/ I do not have blogs on any page, so would like to remove this whole section. Cannot see how to turn it off.

You should be able to do this by going into All Pages, then under each page use the Quick Edit option. If you uncheck the Allow Comments and update each page this should remove the Leave a Reply box.
During a page creation you also can select Screen Options at the top right and check both Discussion and Comment options, this will then show a new box below your main text edit area where you can de-select the Allow Comments.
