I have set Menu Position = Normal (above the header image). As the Window becomes smaller, for smaller desktops, the menu changes automatically to Menu Position = Over Header Image. Over the header image, the menu is unreadable. As the Window becomes smaller yet, for tablets or phones, the menu changes to the hamburger menu. I need to force the hamburger menu to display instead of allowing the automatic change to Menu Position = Over Header Image. Or if that is not possible, I need to force the hamburger menu to display all the time. How can I do either of these, or both?

The mobile menu activation point value is configurable in Kahuna Plus.
In Kahuna this behaviour can be added with custom styling dependent on your specific menu size.
